Pre-classification refers to the civil act of pre-classifying the planned import and export goods and issuing the    Opinions on Pre-classification of Import and Export Commodities (hereinafter referred to as Opinions) by the service organizations of import & export pre-classification entrusted by the consignee and consignor of the import and export goods and their agents. This service is divided into different units according to the goods. The Opinions is uploaded from the platform to the H2010 system of the General Administration of Customs to facilitate customs clearance for enterprises.
